Advanced Persistent Threats (APT) are not made by your average hacker. These are computer attacks by government agencies or terrorist organizations acting as spies to steal valuable data, including national security information, or to gain control over power grids and communication systems. Targets are carefully chosen, and then techniques such as sending emails containing a malicious link or attachment are often used to break in.
One famous APT called Deep Panda happened in 2015 when China hacked into the U.S. Government's Office of Personnel Management. Over four million records were compromised, possibly including the names of secret service agents. So when experts say never to open an unknown attachment or click on a link...they mean it.
