This term represents yet another example of the world's fascination with a language that no one speaks anymore (well, maybe the Pope) and very few understand.

We're talking about Latin. In this particular case, the term refers to the signing of a contract and effectively says, “once you sign it, it is too late to complain." It's a warning that before you sign an agreement, you should be sure you know what you're getting into. Solid advice.
