The second Big Gulp was a really bad idea. You knew that. You knew it even at the time. But you did nothing about it. Mercifully, you kept that old empty Snapple Bottle in the car and now, yes, "ahhhh," you'll be just fine.
In financial speak, disaster relief acts operate a bit differently—like...there's some disaster. Things flood. Things burn. People and robots riot. The federal gov then has to come in and help. Things like FEMA and other agencies specialize in this kind of post-year-end-frat-party clean-up. The various acts then provide relatively easy federal loans and other services to make life less miserable for the burned. Or soaked. Or pie-fight-icing'd.
