Empty Suit

A guy in charge who has no substance. It's an insult leveled at managers who don't really do anything...who just kind of take up room at meetings and cash six-figure bonus checks every year. How'd they get there? Usually, politics. Like...they have good EQ (social smarts) vs IQ...(smarts).
