See the "sh" in there? It stands for "shhhhhh."
Why? Because it's a little, set-aside glob of cash that exists to pay off politicians and other ne'er-do-wells who would be influenced by some dough in their pocket. For sophisticated players, it's slushed in with other payments that are hard to track, like overpaying for things, or having egregious shipping charges tacked onto that extremely heavy laptop that needed the $423 worth of shipping insurance.
For the less sophisticated, it slushes in the form of cash in a briefcase, or hidden in the rectum of an otherwise innocent-looking Teddy Bear.
