Yes, it's a sector. A whole industry. Companies like Duke Energy and PG&E and TVA. That's what you'd find in a sector fund investing in these companies.
Most are Steady Eddies, trading at low P/E ratios and paying a fat dividend. Every now and then you have a colossally stupid set of moves that bankrupts one. Hi, PG&E. But, for most of history, utilities have been safe "retirement money" kinds of investments that boringly go along, treating investors (comprised of little old ladies and guys scared of their own shadows) nicely for decades.
