The drug was supposed to help your finger and toenails grow thicker. Lots of people wanted it, tired of hangnails and other ills. Unfortunately, the drug had a side effect in Wolfman's Disease: one in fifty people who took it ended up looking like Wolverine. The hairstyle, at least.
So that side effect made the drug kind of a dice roll as to whether or not you'd want to take it. Or just live with the consequences.
