God has rules for the community, but he's pretty open with who can be part of that. If non-Israelites want to worship and praise Yahweh in the appropriate manner, God doesn't mind a bit.

But the sword cuts both ways. Both Israelites and non-Israelites have a responsibility to be good members of the community. If they drop the ball, well, then it's time to get lost. Literally.

Yes, this community just killed a guy for picking up sticks. For them, anyone who disregards the laws of God is inviting trouble for everyone in camp. Better stoned than sorry, we guess.
