This is the first time we see Leroy using drugs or alcohol to relax or escape reality, but it certainly won't be the last. He's kind of a stoner and a loner—a user, a boozer, and a loser.

"Leroy meets a kid named Stevie Hamilton in the parking lot at the new shopping center." (2.2)
Leroy is buying illegal drugs from a neighborhood teenager, which reflects both his lack of maturity and good judgment. Not only is he breaking the law, but he's also contributing to the delinquency of a minor. We wonder what Mabel would have to say about that.

"Leroy used to take speed on the road. Now he has to go slowly. He needs to be mellow." (2.8)
This shows the way Leroy approaches life. He believes he needs to use one type of drug or another to alter and cope with the reality at hand. Maybe being "mellow" is what's keeping him from doing anything worth his time.
