times while millions of years ago a bully was just

a cave man with a bigger club than yours Meet

was the one with a bigger club And well he

wasn't afraid to use it First centuries the blur knacks

continued their proud tradition of clubbing the living daylights out

the generations went by there were more and more bullies

in the family I'm partly because once in a while

somebody got club too hard and well yeah that's What

happens but also because the bully was the dominant one

They got the most food the best jobs in the

cave factory And while the hottest gave women there was

sort of a darwinian aspect to the bullying the strong

iii The bullies would thrive and survive and reproduce while

the weak would not it's the reason future generations of

blur knox became more aggressive in everything they did it's

all about survival hunting fighting each other inventing stuff and

yeah it may be part of the reason we've come

so far from our swinging in the trees days But

while that aggressiveness can work wonders in arenas like business

and politics it's not so good in other areas like

caring for your family or raising your children Which is

why the blur knacks were never named family of the

year not recently fast forward a couple million years or

well maybe a few hundred thousand were still in the
- 01:54
pre internet days when you know dinosaurs roamed the earth

Miraculously the blur neckline is hung in there One of

brothers but the bullies down the street make sure he

inner frustration and angst make all kinds of threat and

your victims don't even know who you are Sweet He

was in bully heaven Well the first thing mongo saw

pop up or chat rooms Virtual hangout spots where people

could talk about their day Say hello Friends threatened to
- 03:09
model someone's puppy you know whatever Then along came a

well instant messenger And suddenly mongo could bully someone in
- 03:15
an intimate one on one setting rather than in a
- 03:18
crowded chat room well cellphones had first appeared in the
- 03:21
seventies but they were about the size of toasters and
- 03:24
cost eight million dollars each It wasn't until the early
- 03:27
two thousand's that the entire blur nak family had their
- 03:30
hands on the smaller cheaper versions and now they featured
- 03:33
text messaging Well that meant more ways from mongo to
- 03:36
harris someone without having to face them And in the
- 03:39
last couple of decades all kinds of other communication vehicles
- 03:42
have sprung up Iphones ipads facebook snapchat it's like an
- 03:47
amusement park for mongo Okay great So opportunities abound for
- 03:51
bullies but punishments shouldn't that also be evolving Well it
- 03:57
is albeit slowly The problem is that when someone bullied
- 04:01
someone else fifty years ago it was easy to tell
- 04:04
how they should be dealt with All they did was
- 04:06
call some kid a candy ass are dipstick Well maybe
- 04:09
they'd get detention They knock somebody's tooth out on a
- 04:11
playground for all Well they might get expelled or even
- 04:14
have to do some time in juvenile hall And if
- 04:17
they took a piece of broken glass to a kid's
- 04:18
stomach in the school parking lot and the injury was
- 04:21
fatal Well then they get tried for murder Yeah that's
- 04:23
bullying old school But this new crime a cyber bullying
- 04:26
is tricky assuming you can even track down the person
- 04:29
who did the bullying which most of the time well
- 04:31
you really can you still have to decide what should
- 04:34
happen on like did that bullying victim go off and
- 04:38
kill himself Because the kid in a chat room called
- 04:41
him a dork Is the kid really to blame for
- 04:43
something like that What about when someone gets sent death
- 04:46
threats over email How about that Or is texted an
- 04:49
incriminating photo Maybe there's ransom involved Well part of the
- 04:54
difficulty happens when you try infringing on people's first amendment
- 04:57
rights You should be able to say whatever you want
- 05:00
on your own time right Well freedom of speech and
- 05:04
all that Well it doesn't quite work that way You
- 05:06
can't make death threats to people and get away with
- 05:09
it You can't jokingly say i've got a bomb in
- 05:12
an airport and expect to have the fine people of
- 05:15
psa just laugh it off Well the first major cyber

bullying case was js v bethlehem area school in two
- 05:22
thousand kid was expelled once it was discovered he had
- 05:25
created a web page containing some pretty nasty and threatening
- 05:28
comments about some of the administrators in this school You
- 05:31
have a kid had his first amendment rights but the
- 05:34
court decided that because schools had gotten so much more
- 05:36
violent threats had to be taken a little more seriously
- 05:40
than they had in the past And the expulsion was
- 05:42
upheld So school defense one bullies zero school's definitely have
- 05:47
more say these days when it comes to dealing with
- 05:50
bullies But what about the real world Can police get
- 05:53
in more trouble than just being handed extended summer vacation
- 05:56
Oh you betcha Another important case came along in two
- 06:00
thousand six in u s v lori drew in which
- 06:03
a woman and her daughter created a fake myspace account
- 06:07
It was this thing of before facebook Ask your older
- 06:09
sister And then yeah well they befriended this innocent thirteen
- 06:13
year old girl got her trust and then sent some
- 06:16
abusive post like this one Yeah sweetheart Nice people so
- 06:21
well The girl took their advice and committed suicide The
- 06:25
court couldn't quite hold drew on her daughter directly responsible
- 06:28
For the death but they were able to apply the
- 06:30
computer fraud and abuse act to sting them a bit
- 06:33
Drew ended up convicted on counts of conspiracy and misdemeanor
- 06:36
More importantly the state of missouri changed its state harassment
- 06:39
law to include cyberbullying and other states have followed suit
- 06:43

we have a long way to go but we're getting

introduced specific cyberbullying laws into their legislation or at least

now included as a subsection of bullying juries air getting

fed up more and more They're siding with victims and

their families But if for some reason you were thinking

of getting into the cyber bullying racket well do you

bully bully if there really is a darwinian aspect to

bullying why isn't everyone in the world of bully has

billion gotten worse over the years or does it just

seem that way So if technology created cyber bullies does

that mean technology is a bad thing Should cyber bullies

be able to claim innocence by reason of administering their
