Actually, the number 1 does have a decimal; it's just hiding. All whole numbers have an invisible decimal point hiding on the far right. But wait...we don't have any numbers for it to hop over to the right.
Luckily, we can tack on as many zeros to the right of the decimal as we need. Sticking in two zeros, the decimal hops two places.
